NHC RUles and RegulationsColonial Downs Handicapping Classic Links Rules Entry and Registration ($150) Contestants whose money and entry form have been received Nearby Richmond Airport Places to Stay At Special Horseplayer Rates Official Rules Player Declaration All participants who are currently licensed by a racing commission or other governmental agency (including state, federal and National Racing Compact) shall identify themselves to tournament officials prior to the first contest race. Licensees include, but are not limited to, owners, trainers, track officials, jockey agents and all licensed track employees. Colonial Downs employees may not enter. A participant who has an interest – ownership or otherwise – in a horse entered in any of the races designated as part of the tournament will be ineligible to wager on such races. All participants with an interest in an entry shall identify themselves to tournament officials who will determine if the participant’s interest(s) precludes him/her from wagering. If the participant is precluded from wagering on a contest race, tournament officials will assign an alternate race to him/her. Failure to abide by this rule will result in disqualification from the tournament. Contestants are solely responsible for providing their NHC Tour pin number to Colonial Downs. Colonial Downs is not responsible for finding any contestants’ NHC pin number or any points lost due to a missing NHC Tour pin. All contestants must be 21 years of age or older. Two (2) entries per person allowed. Prizes (based on 250 entrants): 1st: $10,000 and entry to NTRA/DRF National Handicapping Championship Exact cash prizes are determined as a percentage of the prize pool. The prize pool consists of all the entry fees minus expenses such as the NTRA/DRF fees. Percentage of prize pool to each finisher: 1st – 50% Ties will be broken by number of winners selected, then by number of place horses selected. The Executive Judges will select one additional race to serve as a final tiebreaker if necessary. Wagering Procedure Each participant must place a mythical $2 win and $2 place wager on the specified tournament races. The tournament races will consist of six mandatory races from the live thoroughbred races at Colonial Downs on July 26 and six races chosen by the contestant from the remaining Colonial Downs card and two other designated tracks that day. The exact contest races will be posted on the Colonial Downs website on Wednesday July 23. Participants may select only one horse per race. Official program numbers must be used when placing all wagers. Contestants must personally place all contest wagers at the contest wagering stations located in the fourth floor ballroom. Tournament wagers are limited to win and place only. There is a cap placed on all payoffs. The win cap is 20-1 ($42). The place cap is 10-1 ($22). All eligible races are subject to change. Entries and fields are considered a single wagering interest, in accordance with regulations of the Virginia Racing Commission. TRACK RULINGS OFFICIAL – All official racetrack rulings will apply to the horses wagered on in the tournament. There will be NO specifying alternates. Should a scratch occur in a race, the participant shall be assigned the post time betting favorite. Should no wager on ANY horse be made in a contest race, the participant will receive zero (0) points for that race. If a contest race on the Colonial Downs live card is cancelled for any reason, Tournament Officials will select an alternate race. It is the participant’s responsibility to be aware of any changes. Point Tabulation The winner will be determined by the highest bankroll from all $2 win and place bets at the end of tournament play. All winners will be unofficial, pending the verification that all wagers were made in accordance with Tournament rules. RESULTS The standings, including the names of the participants and their total bankroll will be posted periodically during the day and at the conclusion of the tournament. At the conclusion of the tournament, all play will be audited to verify that the rules and regulations were followed by all prize-winners. Upon official verification, the winners will be announced and the winning prizes will be paid. TOURNAMENT EXECUTIVE JUDGES Each Participant agrees to abide by all published tournament rules and regulations. In the event of a dispute, Executive Judges of the tournament will render a decision in their sole discretion. All players abide by, and agree, that the decision of the Executive Judges in final. The executive Judges have the right to disqualify any participant who was violated any of the rules and regulations. Colonial Downs reserves the right to add, delete, amend, or change any portion of the Tournament rules and regulations. Colonial Downs also reserves the right to cancel the Tournament for any reason.
